Mumbai terror attack accused Tahawwur Hussain Rana landed in Delhi on Thursday, a day after a multi-agency Indian team left from the US with him on a special flight following his extradition.
The flight landed around 2.39 pm. Rana is likely to be lodged in a high-security prison ward in Delhi’s Tihar Jail.
The Centre has also appointed advocate Narender Mann as special public prosecutor to conduct a trial in the high-profile National Investigation Agency (NIA) case linked to Rana.
The team brought Rana to India after his last-ditch attempt to evade extradition failed as the US Supreme Court justices rejected his application.
Rana, 64, a Pakistan-born Canadian national and close associate of one of the main conspirators of the 2008 Mumbai terror attacks David Coleman Headley, alias Daood Gilani, a US citizen, was lodged in the Metropolitan Detention Centre in Los Angeles.

Senior advocate Dayan Krishnan, who led India’s arguments for the extradition of 26/11 accused Tahawwur Rana in a US court, is set to lead the National Investigation Agency’s (NIA) prosecution in Delhi. Krishnan, who has been associated with the extradition proceedings since 2010, will have assistance from Special Prosecutor Narender Mann, a seasoned criminal lawyer, who has earlier represented the Central Bureau of Investigation in the Delhi High Court. The prosecution team will also comprise advocates Sanjeevi Sheshadri and Sridhar Kale aside from the NIA counsel, it is learnt.

Congress leader and former Home Minister P Chidambaram said the government did not secure any breakthrough to make the extradition possible, nor is it the result of any grandstanding. Chidambaram added that it was a testament to what the Indian state can achieve when diplomacy, law enforcement and international cooperation are pursued sincerely and without any kind of chest-thumping. “While the Modi government is rushing to take credit for this development, the truth is far from their spin,” Chidambaram said in a statement. This extradition is the culmination of a decade-and-a-half of painstaking diplomatic, legal and intelligence efforts which were initiated, led, and sustained by the UPA government in close coordination with the United States, he said.

Tahawwur Rana is likely to be lodged in a high-security ward in Tihar jail in Delhi, prison sources said. All necessary preparations have been made in the jail, they said.

Personnel from paramilitary forces and the Delhi Police have been deployed outside the court and a thorough physical frisking and checking of visitors is being carried out to avoid any untoward incident, an official said. Delhi court receives trial records of 26/11 attacks

A Delhi court has received the trial records of the 26/11 Mumbai attacks, a court source said. The records were received by the court of District Judge Vimal Kumar Yadav recently in pursuance of his January 28 direction to the staff of a Mumbai court to send the records. The judge passed the order on an application moved by the National Investigation Agency in Delhi, seeking to retrieve the records from Mumbai. The trial court records were previously sent to Mumbai due to the presence of multiple cases related to the 26/11 attacks in both cities.

Talking to PTI, Mohammed Taufiq, also known as ‘Chotu Chai Wala’, also demanded stricter laws in the country to deal with terrorists. Taufiq was operating his tea stall at the Chhatrapati Shivaji Maharaj Terminus (CSMT) in south Mumbai when it came under attack from terrorists in November 2008. “There is no need to provide a separate cell, or biryani and other facilities to Tahawwur Rana, like those given to Ajmal Kasab (the lone terrorist from the Pakistani group captured alive),” Taufiq said. Notably, Kasab’s demand for mutton biryani in jail was just a myth and was “concocted” to stop an “emotional wave” which was being created in favour of the militant, Ujjwal Nikam, public prosecutor in the case, said in 2015.

Devika Rotawan, a key witness in the 26/11 case who identified terrorist Mohammed Ajmal Kasab (the lone surviving attacker) in court during the trial, sought capital punishment for Rana. At just nine years old, Rotawan was caught in the crossfire at Chhatrapati Shivaji Maharaj Terminus (CSMT) in south Mumbai, one of the sites attacked by terrorists on the night of November 26, 2008. She was struck by a bullet in her leg. Her testimony was crucial in the trial of Kasab, who was later convicted by a Mumbai court for his role in the attacks and hanged in 2012.
Pakistan distances itself from Tahawwur Rana after extradition to India

In its first response following the extradition of Tahawwur Rana from the US to India, Pakistan on Thursday distanced itself from the terror accused, stating that he is no longer a Pakistani citizen. “Tahawwur Rana has not renewed his Pakistani documents in the last two decades. His Canadian nationality is very clear,” the Pakistan Foreign Office said in an official statement.
