British Columbia has secured 12 of top 20 spots in Globe and Mail’s third annual Most Livable Cities for Newcomers Index 2026, reaffirming its appeal among recent immigrants in Canada
09 February, 2026 – Chandigarh : British Columbia has emerged as the most preferred province for immigrants in Canada, dominating the country’s latest livable city rankings, despite growing concerns over extortion threats linked to Punjab-based gangs operating in the province.
According to a report published by the Asian Pacific Post, British Columbia secured 12 of the top 20 spots in the Globe and Mail’s third annual Most Livable Cities for Newcomers Index 2026, reaffirming its appeal among recent immigrants.
The index focuses on newcomers who have arrived in Canada within the past five years. It assessed 454 cities with populations above 10,000, using 58 indicators grouped across 10 categories, including employment opportunities, housing affordability, education, safety, public transit, healthcare, and community integration. The ranking is one of six sub-indices under the Globe and Mail’s broader “Most Livable Cities” project.
Topping the list, North Vancouver offers a rare blend of access to downtown Vancouver jobs and a quieter family lifestyle near the North Shore mountains. Strong public transit, high-performing schools, extensive trails and waterfront amenities make it especially attractive to newcomers.
Pitt Meadows, B.C. (Rank 2):
This small Fraser Valley city combines suburban charm with comparatively affordable housing and proximity to Metro Vancouver’s job market. Its parks, farms and dike systems appeal to families, though many residents commute for work.
Ottawa, Ontario (Rank 3):
Canada’s capital stands out for its diversified economy spanning government, technology and education. The city scores high on safety, culture and family-friendly neighbourhoods, with housing costs lower than Toronto or Vancouver.
West Vancouver, B.C. (Rank 4):
Known for luxury housing, elite schools and ocean-to-mountain access, West Vancouver remains one of the country’s most expensive areas. However, its safety, amenities and lifestyle continue to attract affluent immigrant families.
Regina, Saskatchewan (Rank 5):
Regina offers low housing costs, stable government and resource-sector jobs, and shorter commute times. A growing immigrant population and faster community integration contribute to a strong sense of security.
Strong showing by British Columbia
Other B.C. cities featured in the top 20 include Cranbrook (7), Parksville (9), Victoria (10), New Westminster (11), Fort St. John (12), Vancouver (14), Oak Bay (15), White Rock (17), Terrace (18) and Kamloops (19).
Cities outside B.C. making the list were Winnipeg (6), Quispamsis, New Brunswick (8), Québec City (13), Oakville, Ontario (16) and Whitehorse, Yukon (20).
Crime concerns persist
The rankings come amid rising concerns over extortion activities in parts of British Columbia, particularly in Surrey, Abbotsford and Vancouver.
Punjab-based gangs, including those linked to Lawrence Bishnoi and Goldy Brar, have allegedly been using Instagram calls—locally referred to as “jitt”—originating from India to target affluent Punjabi businesses and households.
The Royal Canadian Mounted Police (RCMP) reported over 100 extortion-related cases in 2025, involving threats of violence.
Despite these challenges, British Columbia continues to attract immigrants due to its mild climate, natural surroundings, employment opportunities and established immigrant networks, making it Canada’s most favoured province for newcomers.
