PS-JAC opposes PSPCL move to challenge HC orders on DA/DR release
04 May, 2026 – Patiala : Ahead of the crucial paddy season, that starts in June, tension is brewing between the power sector employees and the Punjab government following delay on part of the state government in release of the Dearness Allowance despite government’s claim of profits.
The Power Sector Joint Action Committee (PS-JAC) has strongly opposed the recent stance adopted by the Punjab State Power Corporation Limited (PSPCL) in challenging the orders of the Punjab and Haryana High Court regarding the release of Dearness Allowance/ Dearness Relief (DA/ DR) to its employees and pensioners.
“It is deeply concerning that PSPCL has sought to deny legitimate DA/ DR arrears by citing regulatory constraints under the Punjab State Electricity Regulatory Commission (PSERC) framework. The Joint Action Committee firmly maintains that DA/ DR is a statutory entitlement, aligned with the Government pattern, and cannot be selectively withheld under the pretext of arbitrary financial or regulatory limitations”, said Ajay Pal Singh Atwal, Secretary, Joint Action Committee.
“Employees and pensioners of PSPCL have consistently been extended benefits in line with the state government, and any deviation at this stage is arbitrary and discriminatory.
It is both contradictory and surprising that, on one hand, the management has projected the PSPCL as having a profit of Rs 7,800 crore, while on the other hand, it is citing financial constraints to deny lawful dues to its employees and pensioners. Such inconsistent positions raise serious questions about the credibility of its claims,” said the JAC members, following a meeting.
“The PSPCL’s attempt to distinguish between sources of revenue and regulatory regimes to deny DA reflects an administrative stance that undermines employee morale and violates principles of equity and natural justice”, said the PSJAC urging PSPCL management to immediately withdraw its plea and implement the High Court’s directions in letter and spirit.
